The author reflects on the formation and development of legislation related to the problem of digitalization in the field of education. It touches upon some topical issues that arise during the implementation of digitalization in legislation. To solve the problem, he suggests making appropriate additions to specific legislation and analyzed the general pros and cons. In addition, the author has studied international standards in the field of higher education. In his opinion, of all the international norms related to the improvement of higher education, the recognition of diplomas issued by universities is important for the people of Kazakhstan. Whatever the university, its diplomas must be recognized by the relevant authorized bodies of any state. The author aims to emphasize that the main topical issues in the entire process of higher education are related to the official recognition of these diplomas. According to the recognition of diplomas issued by all higher education institutions in the world, which do not have a single international document, in turn, it can be considered that interethnic relations still do not take into account the scale and breadth of activities provided in the field of higher education. The introduction of artificial intelligence and global integration into higher education will undoubtedly allow all countries to recognize the need to address this problem, but it will take some time.
