Abstract

This scientific article substantiates that in Kazakhstan it is advisable to produce hydrogen through hydropower and renewable energy sources, to produce and operate hydrogen vehicles, since they are environmentally friendly energy carriers and means of transportation. In addition, this category of vehicles does not have traction batteries that require the use of scarce lithium and other rare metals. The energy of environmentally friendly hydrogen power plants will be used by the entire economy of the country, including passenger electric cars, small electric helicopters, small river electric boats, will be regulated by the necessary legal acts of domestic administrative law, civil law. Hydrogen fuel will be directly used by hydrogen vehicles in the form of heavy-duty vehicles, huge cargo and long-haul passenger airliners, sea vessels, powerful locomotives. Engines of such types of transport remain unchanged, only environmentally friendly hydrogen fuel will be used instead of gasoline, diesel fuel, kerosene. Unmanned hydrogen vehicles will solve the problem of the shortage of qualified drivers, machinists: artificial intelligence will provide a high level of safety. This whole process should be ensured by the relevant legislative acts of the republic in the areas of digital law, artificial intelligence law, and inventive law. International legal means of providing technical assistance in the issues of hydrogen energy and hydrogen transport engineering in Kazakhstan will be Kazakhstan's international agreements with developed states and specialized international organizations.
