Abstract

The international legal system for the protection of the rights of persons with disabilities enshrines a multi-level approach, including the general mechanism for the protection of human rights within the United Nations and the conventions adopted within the United Nations on issues of ensuring the rights of persons with disabilities, and specialized ones (within the UN Committee on the Rights of Persons with Disabilities). This study has established the absence of a specialized mechanism for protecting the rights of persons with disabilities at the regional level, both within the European system for the protection of human rights and within the framework of the protection mechanism of the Commonwealth of Independent States. It has been established that the system for protecting the rights of people with disabilities within the Commonwealth of Independent States includes only an appeal mechanism based on the establishment of general norms of the Convention of the Commonwealth of Independent States on Human Rights and Basic Principles. Freedom 1995. An analysis of the mechanisms for protecting the rights of people with disabilities in the Republic of Belarus was carried out, taking into account the new Law of the Republic of Belarus “On the rights of people with disabilities and their social integration” of June 30. 2022. No. 183-З. The main barriers leading to the full realization of the rights to protect violated rights are identified.
