Management of the higher education sector, of the universities in Kazakhstan and a number of foreign countries in the context of the World Declaration and comparative legislative research

In each country there is a set of universities and specialized higher education institutions that form a branch of higher education, which in Kazakhstan, for example, is under the authority of the Ministry of Science and Higher Education of the Republic of Kazakhstan. The management of this branch, each university, and higher education institution makes up a component that implements a strategically thought-out course in a priority area. In their leadership activities, the Ministry and the rectorates of 120 universities of Kazakhstan are guided by the provisions of the World Declaration on Higher Education for the 21st century (October 9, 1998), a number of international UNESCO conventions, regional, bilateral agreements, constitutional and current legislation of the country, special normative legal acts of the republic. The legal and legislative norms on the management of the higher education system of Kazakhstan and a number of developed countries are studied on the basis of the method of comparative legal analysis. This made it possible to summarize the legal guidance experience of other states and, on this basis, to propose a number of recommendations and proposals for improving Kazakhstan's legislation on the management of the higher education industry and higher educational institutions of the country.
