Abstract

The article addresses issues of timeliness, scope, and completeness in the implementation of decisions made by various international organizations and their bodies within the territory of a sovereign state.

It also examines international legal instruments that contain norms regulating the conditions and limits of human rights restrictions, which arise not only in emergency situations but also considering the cultural characteristics of the country, region, and specific features of their historical (legal, religious, etc.) development.

The analysis includes international legal instruments that define cases of "intentional" violations of international law norms in the field of human rights.

Certain aspects of the correlation between international law norms and the constitution of the state are explored, concluding that integrating the capacities of international, integrative, and national law would be productive for more effective protection of human rights.
