Comparative analysis of tourism-related legislation in the Republic of Kazakhstan and Georgia

Abstract

The modern world would be impossible without human mobility, of which tourism is a notable manifestation. According to the UN and a number of other international organizations, tourism is an effective counter to cultural contradictions, national hostility, and human poverty, being an instrument for exchanging cultural traditions and experiences. This article offers a comparative analysis of tourismrelated legislation in Kazakhstan and Georgia, identifying strengths as well as weaknesses. The impact of such legislation and other measures relating to the tourism industry in these countries is analyzed. By applying the conceptual method, international regulatory acts adopted within the United Nations World Tourism Organization system regulating the tourism industry are studied, their norms analyzed, and their role in regulating global tourism assessed. Comparative analysis is conducted of tourism-related legislation in these countries and of organizational measures for regulating tourism, with notable types of tourism identified for both countries. Indicators of the tourism industries of Kazakhstan and Georgia are compared with legislative norms and organizational measures to assess compliance and effectiveness. Based on this analysis, positive and negative aspects of legislation in both countries are identified, along with priority areas of tourism. It is recommended that the existing legislation be supplemented by provisions found in counterpart pieces of legislation.
