Abstract

Gaps in the legal regulation of unmanned vehicles (vehicles that carry out automated movement using artificial intelligence, radars, lidars, mobile data and other sensors) pose a serious obstacle to the development of production of this technologically advanced and safe mode of transport in the future. One of the main problems is the lack of a unified international regulatory framework governing autonomous driving technology. This creates legal uncertainty for manufacturers and makes it difficult to develop safety and liability standards. In addition, existing legislation in many countries is not adapted to new technologies such as self-driving cars, which creates difficulties in the certification and registration process of such vehicles. Other issues include privacy and data protection issues, as well as ethical dilemmas associated with autonomous systems making decisions in extreme situations. All these factors slow down the process of introducing and expanding the use of self-driving cars, and their solution requires a comprehensive approach from legislators and governments.

This scientific article examines the current state of legal regulation in the field of the use of unmanned vehicles as one of the important aspects of the development of AI technologies. Special attention is paid to the analysis of Kazakhstan and foreign experience in this field. The article describes the legal framework and practical experience of using autonomous vehicles in various countries.

Based on the analysis, it is concluded that the development of legal regulation in this area plays a key role in the successful integration of driverless cars into urban infrastructure and public space.
